Abstract

The main factors influencing China–Azerbaijan relations in the 21st century include energy cooperation, technology transfer, development of educational and cultural ties, expansion of investment projects, as well as initiatives in the digital and green economy. In addition, Azerbaijan’s high governance potential, institutional stability, and efficient implementation of international projects act as a key factor in the development of these relations. Notably, recent strategic cooperation agreements have focused on digital economy, green energy, and intellectual property rights, demonstrating that bilateral relations are shaped in accordance with contemporary challenges. In conclusion, the study shows that China– Azerbaijan cooperation based on mutual benefit principles cannot be limited to diplomatic and economic approaches alone. For sustainable development of the relations, strengthening legal-institutional frameworks, implementing effective governance mechanisms, and efficiently utilizing transport-logistics potential are of critical importance. In this regard, the 21st century clearly demonstrates both the prospects and limits of China–Azerbaijan relations.
