SMART - GREEN NEXUS İN POST-CONFLİCT ECONOMİC RECOVERY: A STRATEGİC ROADMAP FOR THE LİBERATED TERRİTORİES OF AZERBAİJAN

This research explores a novel paradigm for post-conflict economic recovery by examining the synergistic relationship between "Smart City" technologies and the "Green Economy" framework. Unlike traditional reconstruction models that focus on restoring the status quo ante, this study proposes a "Leapfrogging" strategy, enabling war-torn regions to bypass outdated industrial stages and integrate directly into the Fourth Industrial Revolution (4IR). Focusing on the liberated territories of Azerbaijan, the paper analyzes the macroeconomic multipliers of AI-driven infrastructure, renewable energy clusters, and carbon credit financing. Through econometric modeling and a strategic SWOT analysis, the study demonstrates that the "Smart-Green Nexus" significantly reduces operational costs, enhances resource efficiency, and attracts ESG-oriented foreign direct investment. The "Smart Village" project in Aghali is presented as a primary case study for sustainable rural development. The findings provide a strategic roadmap for policymakers to transform post-conflict zones into competitive, high-tech, and zero-emission economic hubs.
