MANAGEMENT PROBLEMS IN THE DEVELOPMENT OF THE AGRARIAN SECTOR IN TERRITORIES LIBERATED FROM OCCUPATION

Abstract

The development of the agrarian sector in the territories liberated from occupation in Azerbaijan is one of the priority directions of state policy. Although these areas possess significant agricultural potential, their long period under occupation led to the degradation of land and water resources, the complete destruction of infrastructure, and the disruption of institutional governance, which have created serious management challenges. The article examines the roots of these problems, the current situation, and possible solutions within the framework of management strategies. Particular attention is given to legal gaps related to land ownership and land use, the challenges faced in rebuilding agrarian infrastructure, the attraction of human resources to the region, and security issues such as mine clearance. At the same time, recommendations are provided for promoting investment in the agrarian sector, strengthening public–private partnerships, and establishing sustainable management models.
The article also emphasizes that in order to build a competitive agrarian management system in these territories, it is necessary to develop agricultural cooperatives, improve subsidy mechanisms, and implement risk management and agricultural insurance systems. The application of modern technologies—such as artificial intelligence, satellite monitoring, and agricultural databases—can accelerate the transition to flexible and transparent governance in this field.
The results of the article indicate that the establishment of an effective and competitive management system for the development of the agrarian sector in the territories liberated from occupation in Azerbaijan is one of the main strategic tasks facing the state.
